The issue is as follows: once a legal worker obtains a permanent resident permit (greencard), he or she cannot bring his/her family to the US because of quotas. It's not that his/her family cannot come in and work, but instead the family member would need to look for other immigration figures (i.e., work or study visa) to be with the greencard holder. The privileged ones have to wait 'only' three years, while other not-so-lucky-ones need to wait up to 15 years (as is the case of greencard holders trying to bring in their relatives from Philipines).
